Why the IRS rejected your e-filed Form 1042: every F1042 business rule in plain English, with the lines it checks

A Form 1042 filed through Modernized e-File is checked against a published set of business rules before it is accepted. Sixteen of them are specific to the form (F1042-001 to 036 and two Schedule Q rules), all of them rejects, and nearly all of them arithmetic: the monthly totals in the record of federal tax liability, the line 62 and 63 reconciliations, the Section 2 chapter 4 reconciliation, and the balance due or overpayment. The rest are the general MeF rules that catch a first-time filer: an EFIN not yet accepted, a name control that does not match, a duplicate return without the amended box, a test EIN in production. This page translates each rule into the Form 1042 lines it tests and what to fix, from the IRS's published rule set.

Who this is for withholding agents and their software or transmitter staff reading an MeF acknowledgment for Form 1042Updated October 3, 2026Sources Tax Year 2024 v2.0 Form 1042 business rules, Release 10.8 (irs.gov/pub/irs-schema, Oct. 3, 2024); 2025 Instructions for Form 1042; IRS 2025 and 2026 valid XML schemas and business rules pages for Form 1042 (reviewed July 1 and May 28, 2026)

How MeF checks a Form 1042

Form 1042 has been filed through Modernized e-File since tax year 2022, and e-filing is now required “for a withholding agent that is a financial institution” and “for withholding agents that are required to file 10 or more information returns ... during the year or that is a partnership with more than 100 partners” (2025 Instructions for Form 1042). An e-filed return passes two gates. The XML must validate against the schema (a schema failure comes back as a reject naming the element), and the data must pass the business rules, each with a number, a category and a severity. The published Form 1042 rule set has 16 form-specific rules, every one a reject: “Missing Document” (1), “Missing Data” (1), “Incorrect Data” (2), “Data Mismatch” (1) and “Math Error” (the other 11). The same file carries the R0000 header rules shared by every MeF return, the FPYMT payment-record rules, and one-line rules for Forms 1099 attached to the return.

The acknowledgment names the rule and the element. The element names are the schema’s, not the form’s: TotalGrossReportedAmt is line 62c, TotalNetTaxLiabilityAmt is line 64e, TotalPaymentsAmt is line 68, and so on. The cards below do that translation.

Business rules are not the whole story. The IRS also processes the accepted return against the Forms 1042-S it received, and a line 62c or 63 that does not match the 1042-S totals produces correspondence months later rather than a reject. The rules only test the return against itself.

F1042-001

Where: Amended or superseded return checkbox

An amended or superseding Form 1042 must carry a statement explaining why it is being filed. The instructions require it: "Attach a statement explaining why you are filing an amended return." In MeF the statement is the ReasonableCauseStatement element.

Attach the explanation to the XML return, not as a note in your software; resubmit.

Missing Data · Reject

F1042-002

Where: Line 62c and Section 2, lines 1 and 2a to 2d

If line 62c (total gross amounts reported on all Forms 1042-S and 1000) is more than zero, at least one of the Section 2 reconciliation amounts must be more than zero: line 1 (income required to be withheld upon under chapter 4) or lines 2a to 2d (income not withheld upon because of the recipient's chapter 4 status, excluded nonfinancial payments, grandfathered obligations, or effectively connected income).

Complete Section 2. Every dollar on the 1042-S forms falls into line 1 or one of the four exceptions on line 2; a Section 2 left blank with gross income on line 62c rejects.

Math Error · Reject

F1042-003

Where: Lines 64e, 68 and 69

When total net tax liability (64e) exceeds total payments (68), the balance due on line 69 must equal 64e minus 68.

Recompute line 69; software usually derives it, so a reject here points to a rounding or a hand-entered figure.

Math Error · Reject

F1042-004

Where: Lines 64e, 68, 70a and 70b

When total payments (68) exceed total net tax liability (64e), the difference must equal the overpayment on line 70a (overwithholding on U.S. source income of foreign persons) plus line 70b (excise tax on federal procurement payments).

Split the overpayment between 70a and 70b so they add to 68 minus 64e.

Math Error · Reject

F1042-005

Where: Lines 62a, 62b(1), 62b(2) and 62c

Total U.S. source FDAP income (62a), substitute dividend payments (62b(1)) and other substitute payments (62b(2)) must add to the total gross amount reported, line 62c.

Line 62a excludes the substitute payments on 62b, so do not count them twice; 62c is the sum of the three.

Math Error · Reject

F1042-006

Where: Lines 63a to 63e

Total tax reported as withheld or paid (63e) must equal tax withheld by the withholding agent (63a), plus tax withheld by other withholding agents (63b(1) and 63b(2)), plus the underwithholding adjustment (63c(2)), plus tax paid by the withholding agent from its own funds (63d), minus the overwithholding adjustment (63c(1)).

Enter 63c(1) as a positive number; the rule subtracts it. Amounts held in escrow and not yet deposited stay off these lines.

Math Error · Reject

F1042-007

Where: Lines 64a to 64e

Total net tax liability (64e) must equal the adjustments on 64a plus the chapter 3 liability (64b), the chapter 4 liability (64c) and the section 5000C excise tax (64d).

64b plus 64c should also equal the sum of the twelve monthly totals (lines 5, 10, 15 and so on through 60); the rule checks only the addition on line 64.

Math Error · Reject

F1042-008

Where: Lines 65a, 65b, 66, 67a, 67b and 68

Total payments (68) must equal deposits during the calendar year (65a), deposits during the following year (65b), the prior-year overpayment applied as a credit (66), and the credits for tax withheld by other withholding agents (67a, 67b).

A 67a or 67b credit also needs the supporting Forms 1042-S or 1099 attached, or the credit is denied in processing even when the return is accepted.

Math Error · Reject

F1042-009

Where: Section 2, lines 2a to 2e

Line 2e must equal the four exception amounts on lines 2a, 2b, 2c and 2d.

Add the four lines.

Math Error · Reject

F1042-010

Where: Section 2, lines 1, 2e and 3

Line 3 (total U.S. source FDAP income reportable under chapter 4) must equal line 1 plus line 2e.

Add lines 1 and 2e.

Incorrect Data · Reject

F1042-011

Where: Section 2, line 4 and line 62c

Line 4 (total U.S. source FDAP income reported on all Forms 1042-S), if more than zero, must equal line 62c. The instructions say the same: "The amount on line 4 should equal the total gross amounts of U.S. source FDAP income reported on line 62c."

Copy 62c to Section 2 line 4. Any variance belongs on line 5 with an explanation on line 6, not in a different line 4.

Math Error · Reject

F1042-012

Where: Section 2, lines 3, 4 and 5

The variance on line 5 must equal line 4 minus line 3.

If line 5 is not zero, line 6 (or an attached sheet) must explain the difference; the rule checks only the arithmetic.

Incorrect Data · Reject

F1042-013-01

Where: Final return checkbox and final income paid date

If the box saying you will not be liable for returns in the future is checked, the date final income was paid must be before the end of the tax period (December 31 of the return year).

Enter the actual last payment date; a date of December 31 or later rejects (rule F1042-013 was deleted and reissued as 013-01 in the 2024 v2.0 rules).

Math Error · Reject

F1042-014 to F1042-036

Where: Section 1, lines 1 to 60

Each month's total (lines 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 55 and 60) must equal its four quarter-monthly period lines (the 7th, 15th, 22nd and last day). The twelve rules are numbered in steps of two: F1042-014 January, 016 February, 018 March, 020 April, 022 May, 024 June, 026 July, 028 August, 030 September, 032 October, 034 November, 036 December.

A reject names the month. Recheck the four period lines; the instructions say "Do not enter any negative amounts on these lines," so a reimbursement adjustment that would go negative is carried to an earlier period instead.

General MeF rules that catch 1042 filers

These apply to every MeF business return. The ones below are the ones a Form 1042 filer, especially a first-time or foreign one, meets most often. “Reject and Stop” means the IRS stopped processing at that rule and later rules were not evaluated, so fixing it may surface new rejects.

Database Validation Error, reject and stop

R0000-905-01

The EFIN in the return header "must be listed in the e-File database and in accepted status." The most common reject for a first-time Form 1042 e-filer: the e-file application was not completed, or is still pending, or the EFIN belongs to a provider option that does not cover Form 1042. The EFIN guide covers the application.

Database Validation Error

R0000-901-01

The filer's EIN and name control "must match data in the e-File database." The name control is the first four characters of the business name as the IRS has it; a recent name change, or a withholding agent filing under a QI-EIN that the IRS has not associated with the name, trips it. The name control calculator shows the IRS's rules.

Database Validation Error

R0000-900-01

"The return type indicated in the return header must match the return type established with the IRS for the EIN." The EIN has no Form 1042 filing requirement on the IRS's account. A first-year withholding agent may need the filing requirement added; calling the IRS Business and Specialty line or filing a paper return for the first year resolves it.

Duplicate Condition

R0000-194, R0000-932-02, R0000-933-02

The submission duplicates a previously accepted one, or the EIN already has an accepted electronic (932) or paper (933) Form 1042 for the period and neither the Amended nor the Superseded box is checked. Check the right box: superseded for a replacement filed before the due date (including extensions), amended after it. Rule F1042-001 then requires the explanatory statement.

Database Validation Error, reject and stop

R0000-904-03

"Software ID in the Return Header must have passed testing for the form family and 'TaxYr'." Your software, or your own in-house transmitter, has not passed Assurance Testing for Form 1042 for that year. The ATS scenarios the IRS publishes for each tax year are the test cases.

Incorrect Data

R0000-148

A return sent to the Assurance Testing System must use an EIN beginning "00". A production return with a test EIN, or a test return with a real EIN, rejects.

Incorrect Data

R0000-114, R0000-115

The tax period in the submission manifest should begin January 1 and end December 31. Form 1042 is a calendar-year return; a fiscal-year period rejects.

Missing Document

R0000-055-02

If the signature option is "Binary Attachment 8453 Signature Document," the signed Form 8453 PDF must be attached. The alternative is the practitioner PIN method (R0000-029 lists what it needs: practitioner PIN, taxpayer PIN, the officer's name and title, date signed).

Missing Document, alert only

R0000-232

The return did not confirm that the responsible party information on file is current, and no Form 8822-B was attached. An alert, not a reject: the return is accepted, but the IRS is telling you to update the responsible party within 60 days of a change.

Data Mismatch

F1099DIV-001 and the other F1099*-001 rules

Any Form 1099 attached to substantiate a line 67 credit must carry the same calendar year as the return. The TY2024 rules list 1099-DIV, G, INT, K, MISC, NEC, OID and PATR.

Incorrect Data

FPYMT-057-03, 071-01, 072-01, 074-01

An electronic payment record must be more than zero and at most $99,999,999; the requested payment date cannot be more than five days before the received date, must be on or before the due date for a timely return, and not later than the received date for a late one.

Which rule set applies

The IRS posts a schema and rule package for each tax year and version, and the acknowledgment is produced by the package in production at the time. For tax year 2025 the IRS lists five versions: 2025v1.0 to v3.0 (October 8, 2025, none valid for production), 2025v4.0 (released November 6, 2025; ATS from December 7, 2025; production from January 18, 2026) and 2025v4.1 (April 23, 2026; ATS from May 28; production from June 22, 2026). For tax year 2026, 2026v1.0 was released May 28, 2026 for planning and is “not valid in ATS” or production yet. The current packages “are distributed through the Registered User Portal and the e-services mailbox in the Secure Object Repository (SOR),” so the publicly posted rule file is the tax year 2024 v2.0 set this page is built from, released October 3, 2024. The form-specific rules have been stable: the 2024 v2.0 release deleted F1042-013 and reissued it as F1042-013-01 with the same text, and the release memos for 2025 v4.0 and v4.1 list no rule changes.

Each year’s page also links the ATS scenarios (four for tax year 2026, posted September 10, 2026) that software and in-house transmitters must pass, the forms-and-attachments list of what MeF accepts with a Form 1042 (Schedule Q, Forms 1042-S and 1099 as credit substantiation, Form 8453, Form 8822-B), and a “known issues and solutions” file for rejects caused by the IRS’s own system rather than your data.

After a reject: the ten-day window

A rejected return has not been filed. The return is timely if it is resubmitted and accepted within the perfection period; for business returns the IRS allows 10 days from the rejection to retransmit, and a filer that cannot fix an electronic return has 10 days from the last rejection to file on paper with the rejection notice attached. The e-file waiver guide covers the Form 8508 route when e-filing is impossible, and Form 7004 extends the Form 1042 due date (not the payment) by six months. Keep the acknowledgment: it is the proof of the original attempt if a late-filing penalty is proposed, and the foreign vendor exam guide covers what an examiner later asks about the return.

Questions people ask

Our return was accepted. Does that mean the IRS agrees with it?

No. Acceptance means the XML validated and the business rules passed. The reconciliation of lines 62 and 63 with the Forms 1042-S, the credit on line 67, and the deposits on line 65 are checked later, in processing, and produce notices rather than rejects.

Why does the same return reject again with a different rule?

Rules marked “Reject and Stop” halt evaluation. A header problem (EFIN, name control, period dates) is reported alone; once fixed, the form-level rules run and may report arithmetic problems that were there all along.

We file through a vendor. Who sees the reject?

The transmitter receives the acknowledgment and relays it. Ask for the rule number and the element path, not just “the IRS rejected it”; the fix is in your data, and the card for the rule says where.

Can we attach the Forms 1042-S to the e-filed 1042?

Forms 1042-S attached to Form 1042 serve only to substantiate a line 67 credit for tax withheld by another withholding agent. The Forms 1042-S you issue are filed separately through FIRE or IRIS, not with the 1042.
